  14. Why are we still receiving bills from our previous carrier?

    When you transfer service to a new service provider, the previous service provider sends a Loss of Line Report to your previous carrier. At this point, they must cancel any services that you are transitioning to the new carrier. Occasionally, this cancellation does not take place in a timely fashion. As a result you may receive a bill from your previous carrier.

  15. If X is our only carrier, why are we receiving bills from Carrier Y?

    The problem you are experiencing is referred to as "slamming". Slamming occurs when another long distance provider is successful in placing you on its service without your authorization.

    To protect our clients from unauthorized moves to another long distance provider, most service providers offer a service called 'PIC Freeze'. A PIC [Primary Interexchange Carrier] Freeze will prohibit any unauthorized changes.

  16. What are my usage details?
    You will find all billable charges on your invoice (usage and non-usage). Usage, or call detail, is provided for Local Telephone Services, Long Distance Services and Data/Internet Services. Call detail may include the following information:
    • date of the call
    • time of the call
    • the terminating number
    • the originating number
    • duration of the call in minutes
    • the cost of the call

  17. What is rounding?

    Most Service Providers round the cost of a call up to the nearest whole cent, where applicable. If the cost of a call is $.XX1 through $.XX9, we round up to the nearest penny. Therefore, your per minute rate may vary slightly on a per call basis from your stated rate simply due to the mathematics of rounding. The following example should help in clarifying this issue.
    Keep the following in mind when reviewing the examples:
    • The example assumes a per minute long distance rate of $.065
    • Long Distance call durations are calculated by rounding up to the nearest 6-second increment.

  18. What is Prorating?

    The first invoice you will receive from most service providers will include a prorated amount for Monthly Charges. It is also called "prorate". This prorate is for the period of time between the date you began service with the provider and your first bill. It is also important to note that Monthly Charges are applied one month in advance.

    As an example, if you began service on 10/07/2005 and your Bill Date is 11/01/2005 your Invoice will read

    The first line item (indicating a charge of $125.00) covers service from 11/01/2005 to 12/01/2005. This represents your first full month of service.

    The second line item (indicating a charge of $93.75) covers service from 10/07/2005 (Your Initial Service Date) to 11/01/2005 (Your Billing Date).

    Prorates only appear on your first bill or when another service or feature is added during the billing cycle.

  20. What is the End User Common Line (EUCL) charge and how is it calculated?

    The End User Common Line (EUCL) charge is a federally regulated monthly service charge applied to certain local voice service offerings. It is used to recover some of The Service Providers' costs associated with use of facilities that link each telephone line to the telephone network. The charge is calculated varies by carriers on a per line basis on Centrex line. Voice grade T1 lines vary by carriers on a per month basis. This charge does not apply to customers using VoIP, not at the time this article was written.

  21. What is the Regulatory Cost Recovery Fee (RCRF) and how is it calculated?

    The Regulatory Cost Recovery Fee (RCRF) is being imposed on all business and residential long distance customers. It is used to help recover costs associated with Federal regulatory fees imposed upon The Service Provider and with participation in governmental programs. It will apply at a rate of 3.5% to all interstate and international service charges, including usage, monthly recurring charges, and other applicable interstate fees and surcharges. It does not include taxes.

    Within our billing system, each charge is designated with a percentage of interstate vs. intrastate jurisdiction (from 0-100%, per regulatory guidelines) for the determination of tax application. The RCRF is applied at a rate of 3.5% against these designations, including (but not limited to):
    • long distance call packs
    • unlimited lines
    • international services
    • toll-free number monthly recurring charges
    • bundled services that include minutes
    • certain Internet products
    • interstate point-to-points

    The applicable portion of your service that qualifies as interstate varies by product. It is not subject to any discounting and does not contribute to any monthly minimum usage guarantees. The RCRF applies to all customers varies by carriers on a per month basis. The RCRF is applied in arrears.

  22. What is the Presubscribed Inter-exchange Long Distance (PILD) charge and how is it calculated?

    The Presubscribed Inter-exchange Long Distance charge applies to multi-line business customers in certain markets who are presubscribed to the company's long distance service. It also applies to local customers who have not selected a presubscribed long distance provider. It's billed at a monthly rate of $4.31 per line. Rates for Centrex and voice grade T1 lines may vary by market.

    The PILD charge is not subject to any discounting and does not contribute to any monthly minimum usage guarantees. Customers subscribed to the company for both interLATA and intraLATA long distance service will be subject to a single monthly PILD charge per line. (In most cases).

  23. What is the Universal Service Fund Surcharge?

    The Universal Service Fund (USF) Surcharge is a federally mandated program that helps to make phone service affordable and available to all Americans. This includes consumers with low incomes, those living in areas where the costs of providing telephone service are high, schools and libraries and rural health care providers. Congress has mandated that all telephone companies providing interstate service must contribute to the USF.

    A Minimum Usage Guarantee (MUG) is a monthly commitment to a level of usage for long distance 1+, toll-free, or local service minutes of usage associated with your account.

  25. What is the Local Number Portability Charge?

    The Local Number Portability is a monthly surcharge assessed on every voice line. Its purpose is to recover costs associated with maintaining and supporting Local Number Portability (LNP) which enables consumers to keep their existing phone numbers when changing service providers. It's billed at $0.23 per line. Rates for TI, ISDN-PRI and/or Flexpath circuits may vary by market. The LNP charge is not subject to any discounting and does not contribute to any monthly minimum usage guarantees. Most carriers apply .the LNP charge is applied one month in advance.

  26. What are the differences between "Intra" and "Inter" charges?

    LATA (Local Access Transport Area) is a geographical area defined by the FCC within which a local telephone company may offer telecommunications services. IntraLATA charges are associated with a call that originates and terminates within the same LATA. Intrastate charges are associated with a call that originates and terminates within the state, but terminated outside the originating LATA. Interstate charges are associated with a call that originates in one state and terminates in a different state.

  28. What are taxes and surcharges?

    Taxes: Taxes are mandated by the states in which your business operates. Tax rates vary by state. All Service Providers' services are subject to tax except DSL Internet Access. The appropriate tax rate is applied to your final bill excluding DSL charges.

    Surcharges: A surcharge is an additional tax imposed by certain state & local jurisdictions and the federal government. This charge is generally considered a cost-of-doing business.
    For example, Service Provider is required to pay Federal Access Charges for every phone line in service. These charges are used to support government oversight of the telecommunications industry and efforts to ensure competition and fair rates.

    Taxes vary by state and are calculated as a percentage of your monthly invoice. All Service Providers' services, with the exception of DSL Internet Access, are subject to a state tax.
